Bowa Construction provided construction management and
general contracting services for the Capital Development Board’s
Ludeman Developmental Center Emergency Isolation Rooms
project consisting of the conversion of an existing infirmary and
five residential homes into isolation centers with negative filtration.
Designed to handle 150 beds in response to the COVID-19
pandemic, scope of work included installing separate air
handlers and supply lines consisting of 100% outside air, which
then exhausts the fresh air supply into HEPA exhaust fans.
Temporary DOAS units were built on-site and engineered from
separate HVAC components to address the emergency while the
permanent equipment was manufactured. Temporary
equipment was also placed on emergency back-up generators
until a permanent solution was engineered. ComEd was also
engaged to provide five new transformer systems including
underground lines to provide additional load handling
capabilities and bring 3HP power to the sites. In addition, five
permanent gas-fed emergency generators were installed to
supply power to the new permanent equipment in the event of a
power outage. Bowa was able to produce all the engineering,
procurement, logistics and project management to design, build
and install the isolation rooms in a record time of three weeks.
